The Regional Cooperation Council (RCC) was officially launched at the meeting of Foreign Affairs Ministers of the South East European Process (SEECP) in Sofia on 27 February 2008, as a follow-up to the Stability Pact for South East Europe. The RCC consists of 46 countries, international organizations and financial institutions.

With the decision of February 2013, of the Board of the RCC, to approve the list of members of the organization, in contrast to the previous list, the representation of Kosovo in the RCC was established, no longer under the UNMIK logo, but that of Kosovo (with an asterix), avoiding the ambiguity of the representation of Kosovo in the structures of the RCC.

The RCC focuses on the promotion and enhancement of regional cooperation in Southeast Europe (SEE), with the aim of European and Euro-Atlantic integration of aspiring countries, as well as providing operational capacities and working under the political direction of the SEECP.

In accordance with its charter and guided by the principle of inclusiveness, the main tasks of the RCC are:

  • Representation of the region
  • Assistance to SEECP
  • Monitoring of regional activities
  • Support for the involvement of civil society in regional activities, etc.
  • Coordination and regeneration of regional projects and creation of a suitable political climate for their implementation.
  • Bringing non-EU countries closer to European structures and their integration into the EU

The activity of the RCC focuses on the priority areas of economic and social development, such as:

  • economic and social development
  • infrastructure and energy
  • matters of justice
  • cooperation in the field of security
  • building human capacities
  • interparliamentary cooperation

The compilation and implementation of the Strategy and Work Plan for the period 2014-2016, launched on February 28, 2013, in Sarajevo, at the meeting of the Board of the Regional Cooperation Council (RCC), constitutes the basic document on which the work of the RCC will be organized.

The RCC aims to strengthen the alignment of the EU institutions and their financial support regarding the implementation of the Strategy and Work Plan for the RCC, 2014-2016, as well as the SEE 2020.

The annual budget of the Secretariat of the RCC is under 3 million euros, where 40% are contributions from the countries of Southeast Europe, 30% from the European Commission and 30% from other participants in the RCC.

The RCC has its secretariat in Sarajevo, Bosnia and Herzegovina, and a liaison office in Brussels.
