The fight against corruption is not only a priority for the Albanian Government among many others, but it is one of the 5 key priorities that the European Union has set for Albania in its journey of integration into the European family. The government has and will continue to have an unwavering will in the fight against corruption, through preventive actions, punitive measures and awareness activities. Our primary objective is to strengthen citizens’ trust in public institutions and to increase the level of trust in the concrete work of the Government and the reforms that are being undertaken. Corruption is fought and minimized with coordinated actions, and above all with a complete legal framework.

The fight against corruption is not an end in itself. Since 2013, Albania is on the journey of national transformation. The National Coordinator against Corruption has taken the commitment to take care of a higher performance and culture in the fight against corruption in the most vulnerable and sensitive sectors to corruption; to ensure that our public administration, our civil servants and all other public officials, are efficient, have high integrity, are careful in the exercise of their duties and are prepared to fight corrupt practices that affect the proper functioning of the system. On the other hand, active citizen participation in the complex governance process is a necessity and guarantee for maintaining the integrity of governance. Transparency in state activity and citizens’ access to information held by the government is an essential condition for their participation in public life as well as for the protection of their private interests.

In February 2015 – the Government presented the unique portal for denunciation of corrupt practices www.stopkorruptionit.al, a platform created exclusively for citizens, through which they have the opportunity to denounce – even anonymously – the corrupt practices they face. The portal offers speed and efficiency in receiving information from citizens, as well as sending it for resolution to the relevant destination. From the moment when the citizen makes the denunciation on the portal, this denunciation is distributed at the same time in four different directions. These directions are connected to each other and the responsibility to handle the denunciation goes to the highest level, to the office of the Prime Minister, the office of the National Coordinator against Corruption, the Anticorruption Unit in the Prime Minister and the Operational Room, which works to ensure follow-up of all denunciations and to have under control the entire 30-day process of handling each denunciation. The portal is one of the key components of the government’s anti-corruption campaign, which aims to increase transparency and citizens’ trust in public institutions.

The efficiency of the stopcorruption.al online portal was also proven during the regional conference of the Partnership for Open Government (PQH-OGP). Among the countries of the Western Balkans, Albania, through the unique corruption reporting portal, was chosen by the vote of all participants as the best example based on the principles of the Open Government Partnership. The database of the unique online portal for denunciation of corruption today counts a total of 10,543 denunciations, of which 5,265 have been resolved. The denounced cases are followed with high responsibility, until their solution, a fact supported by data such as the receipt of 92 disciplinary measures and 71 criminal reports.

The awareness campaign “Show the face of corruption” aims to encourage Albanian citizens to continue reporting corruption using the unique online reporting portal, stopkorruptionit.al. The successful fight against corruption is possible by acting together, through the active engagement of citizens to remove the mask of corruption as well as the follow-up and undertaking of punitive measures by the Albanian Government, with the aim of preserving the integrity of Albanian citizens and realizing one of the five priorities key for the dignified integration of Albania in the European family.
