GVV AND LEADER APPROACH (PROCEDURES FOR APPLICATIONS, FINANCING, ETC.)

RECOGNITION AND REGISTRATION PROCEDURES IN THE MINISTRY

Each GVV before the start of the exercise of the activity, according to the provisions of the law and by-laws, is provided with authorization from the minister.

In order to be authorized, the GVV submits the request, along with which the following are submitted:

a) court decision on registration in the register of non-governmental organizations;

b) copy of the identification number issued by the tax administration;

c) certificate of registration issued by the court registry office

ç) the statute and act of establishment of GVV;

d) determination of the “LEADER” area, where the GVV will operate;

dh) operational structure of GVV;

e) the internal regulation, which regulates the relations of organization, operation, risk management, communication and public information procedures, internal audit procedures.

After the verification of the documentation for the fulfillment of the formal conditions and the exercise of the activity by the responsible structure at the ministry, it approves the authorization and orders the registration of the GVV.

In case of non-fulfillment of the requirements defined in the law, the structure responsible for the registration of the GVV notifies the relevant GVV of this non-fulfilment and sets a 6-month deadline for its completion.

In the event that at the end of this term it is determined that the requirements according to point 2 of this article have not yet been met, the minister rejects the authorization and orders the non-performance of the registration in the register of GVVs.

Against the refusal of the authorization for the registration of a GVV, the applicant can turn to the administrative court according to the procedures of the Code of Administrative Procedure
