The Directorate of Fisheries and Aquaculture Services was established by VKM no. 719, dated 20.10.2011 “On the creation, organization and operation of the directorate of mussel and fishing services, Saranda”, amended by VKM no. 1068, dated 14.12.2013 where has received the name “Directorate of Fisheries and Aquaculture Services”, then it was changed by VKM no. 44, dated 29.01.2014, where the Field of Action and the relevant duties listed below are defined, and by Order no. 96, dated 21.02. In 2014, the “Monitoring and Control Sector” was added with inspectors in all twelve districts of the country.

Thus the structure of the Fisheries and Aquaculture Services Directorate consists of: Aquaculture Sector, Finance and Services Sector, Port Management Sector and Monitoring and Control Sector.

Based on the above, this Directorate has as its mission the fulfillment of all necessary state services related to the management of fishing and aquaculture infrastructure and data, as well as guaranteeing compliance with legal requirements in the protection of fishing and aquaculture in the Republic of Albania. .

The Directorate of Fisheries and Aquaculture Services performs the following tasks:

• Manages fisheries infrastructure, including ports and fishing centers.
• Collects fishing data.
• Draws up repopulation programs for water categories.
• Manages the Saranda mussel center and plants.
• Manages the economies of the fish farms in Zvezdë Korça, the Koran farms in Lin Pogradec and other fish farms.
• Guarantees compliance with legal requirements in the field of fishing and aquaculture protection through monitoring and inspection of fishing activity. Monitoring and inspection of fishing activity is carried out by the fishing monitoring and control sector, part of the Fisheries and Aquaculture Services Directorate.

PANARITI, ORDER FOR THE PROHIBITION OF FISHING IN LAKE SHKODRA, FROM APRIL 1 TO MAY 1, 2014

Minister of Agriculture, Rural Development and Water Administration Mr. Edmond Panariti has ordered the ban on fishing with any kind of means and hunting method, of all types of fish in Lake Shkodra from April 1 to May 1, 2014, with the exception of eel fishing with hooks. It is also prohibited for this period, apart from hunting, to keep on board, disturb the boat and throw it on the market or for consumption of all types of fish caught during this period.

Fishermen who will fish for eel with hooks are allowed to carry out their activity only under the following conditions: Not to have any other fishing gear in the boat except hooks; Departure to the lake should be made only from Zogaj, Shirokë, Grizhë, Kamicë and Shegan areas; The activity takes place at a distance of 500 meters from the coast in the area of Zogaj, Shirokë, Fushë-Bûne, Pylli Dobraçit, Vrakë, Grizhë, Kalldrun Jubicë, 150 meters in the area of Kamicë, Flakë, Kosan e Shegan and Hot; All production is landed at the OMP Shiroke center.

In addition, it is forbidden to develop fishing activity along the shore of Shkodra lake at a distance of 200 meters from May 1, 2014 to May 31, 2014. The Directorate of Fisheries Services through the fisheries control sector, the Shkodra fisheries inspectorate, in cooperation with OMP Fisheries Guards, in implementation of the “Agreement for the preservation of the ecological balance and the rational use of fish resources in the lake of Shkodra”, to take measures for the drafting of the Joint Operational Plan for the implementation of this Order, determining the manner and frequency of controls common, the organization of the location of boats and market controls of fish products.
