The Ministry of Agriculture and Rural Development has approved some additions and changes to Instruction No. 1 dated 08.01.2021 “On the Oil Support Scheme”, a process that began to be implemented on January 15.

The new instruction of February 4 will specify and complete the application procedure and their control.

Also, the new changes and additions to the first instruction dated January 8, will eliminate the cases of disqualification of farmers who meet the conditions and criteria of benefiting from free oil.
In instruction no. 6 dated 4.2.2021, it is stated that, in cases where the ownership document submitted by the applicant is a photocopy, it will be considered valid if, after the administrative control, it will be positively confirmed by the State Cadastre Agency.

Another addition approved in the new instruction is the removal of the requirement for notarization of the ownership document, or of the use of agricultural land, according to the status of the applicant farmer for the free oil support scheme.

Thus, according to Instruction No. 6 of February 4, it is stated that the valid rental contracts, which must also include the year 2021, related to the former directorates of agriculture, the Ministry of Foreign Affairs, or municipalities/municipalities have the same value as those of made before the notary public and are not required to be notarized.

Also, the new instruction clearly defines the data that will be taken into consideration by AREB employees during the farmer’s application process for free oil.

According to the instruction, in cases where the land surface data submitted by the farmer based on the Ownership Act differ from the Cadastre data, the data of the Cadastre Agency will be taken into consideration.

Also, in point 10 of instruction no. 1 dated 08.01.2021, the request for consent agreement is also added in cases where the applicant is one of the co-owners according to the agricultural land ownership certificate.

Another addition to the instruction dated January 8 “For the oil support scheme” is the request for the delivery of the notarized lease/loan contract in cases where the certificate of ownership of the agricultural land is owned by a person/persons other than applicant, although the applicant may be a member of the same family.

Also, the new instruction of February 4 specifies that in addition to the control of AREB employees, the data on the area of the plot that the farmer declares in the application form with the documents that are uploaded to the system, these data must be confirmed with the certification positive/negative and from the State Cadastre Agency.

At the end of the process, the new instruction charges the Ministry of Agriculture with access to partial and final lists of applications approved and disqualified by AREBs.
