Sports and high-level athlete status

 

Sportsmen who benefit from high-level status are classified, as defined in Article 27 of Law no. 79/2017 “On Sports”, amended, according to high sports results:

in official international activities:

  • “Olympic record”;
  • “world record”;
  • “European record”;
  • “mediterranean record”;
  • “Balkan record”;
  • “first to eighth place in the Olympic Games”;
  • “first to eighth place in world championships”;
  • “first to sixth place in European championships”;
  • “first place to third place in the Mediterranean Games”;
  • “first place in the “Balkan Championship””.

official national agency:

  • the athlete who broke the national record;
  • first place in the national championship for adults in individual sports;
  • athletes who win first place in the national championship of the highest category in team sports.

Article 27 (law 79/2017 “On Sports”, amended)

Athlete, coach and high-level athlete status

1. Athletes who benefit from high-level status, according to sports results in official international activities:

a) “Olympic record”, “world record”, “European record”, “Mediterranean record”, “Balkan record”, “first to eighth place in the Olympic Games”, “first to eighth place in world championships” and “first to sixth place in European championships”, benefit from treatment, reward and integration into the educational system with sports, national security and defense, employment in the structures of the Ministry of Defense and the Ministry of the Interior.

b) “first place to third place in the Mediterranean Games” and “first place in the “Balkan Championship””, benefit from the treatment, reward, integration into the sports-oriented education system, national security and protect

c) athletes of individual sports, according to the respective federations, benefit from this status for classifications in international activities referring to the provisions of point 1, letters “a” and “b” of this article, according to the definitions in the international regulations of these activities.

2. Institutions of public higher education, which offer study programs with sports direction, national security and defense, ensure the completion of studies without competition and according to an individual plan, for athletes who meet the criteria of benefiting from the status of high-level athlete according to point 1 of this article.

3. Non-public higher education institutions, which offer sport-oriented study programs, ensure the pursuit of studies according to an individual plan for sportsmen who obtain the status of high-level sportsman according to point 1 of this article.

4. In official national activity:

a) the athlete who breaks the national record and the first place in the national championship for adults in individual sports, defined in the regulations of the relevant federations, benefit from the treatment and reward from the funds of the government units local;

b) athletes who win the first place in the national championship of the highest category in collective sports, defined in the regulations of the respective federations, benefit from the treatment and reward from the funds of the local government units.

5. The criteria, the way of rewarding and treating the athletes who benefit from the high-level status and their coaches, are determined by the Decision of the Council of Ministers.

The treatment of athletes who benefit from the status of high-level athlete is done according to the procedures provided in decision no. 687, dated 14.11.2018, of the Council of Ministers “On the criteria, method of reward and benefits of treatment for the sports preparation of athletes, who benefit from the high level status ”
