All parents whose children are required to attend school are obliged to send their children to public or private institutions of compulsory education. Compulsory public education is basic, unified and general education. Its institutions are spread over the entire territory of the Republic of Albania. The compulsory public education school includes two cycles; primary cycle and high cycle.
The school of compulsory education can be a full-cycle school or a short-time school. Citizens who have reached the age of 16, but who have not completed compulsory education, can attend schools with reduced time.

Kindergarten registration of children aged 3-6 years
Kindergartens are institutions subordinate to MAS and include children in the age group (3-6) years old. Pre-school education is not compulsory. There are two types of kindergartens, full-day kindergartens and half-day kindergartens. The gardens operate throughout the year.

Registration in kindergartens of children aged 3-6 years is done according to the wishes of the parents and in accordance with the acts of the Ministry of Education and Sports. The gardens operate throughout the year.
Gardens can be without food or with food.
Payment criteria in food gardens are set by the Council of Ministers.

Registration of children in first grade of compulsory education school
The registration of children in the first class of compulsory education school is done with the following documents:
• Birth certificate.
• Certificate of vaccinations determined by the Ministry of Health.

Registration of children in other classes of compulsory education school
Registration of children in other classes of compulsory education school is done with the following documents:
• Document of completion of the previous class.
• Certificate of vaccinations determined by the Ministry of Health.

The educational institution, where the child must be registered, is determined by the Local Government bodies, with the proposal of the District Educational Directorate.

Registration of children in public secondary schools
All citizens have the right to be educated in public secondary schools, after completing compulsory education. Public secondary education is organized according to different levels of education, differences in content and professional profiles, in full-time or part-time schools.
Admissions to public secondary schools are made according to the criteria set by the Ministry of Education and Science. It also defines the criteria for the transfer of students from one type of public secondary school to another.
In the first grade of full-time public secondary schools, students no older than 16 years old are admitted, except for special cases approved by the Ministry of Education and Science.

Registration of children of foreign citizens in compulsory education classes
The education of children of foreign citizens in our country is supported by Article 11, point 11.2 of Law No. 7952, dated 21.06.1995 “On the Pre-University Education System”, amended by Law No. 8387, dated 30.07.1998 which stipulates: “The right of foreign citizens to be educated in public educational institutions of the Republic of Albania is determined by by-laws of the Ministry of Education”.
According to Article 13 of the Normative Provisions, asylum and foreign students from abroad are registered to continue their education based on the school document of the country they come from, which must be translated, notarized and signed by the Regional Education Directorate/Education Office. They are registered in the next class when they come at the beginning of the school year and in the corresponding class when they come during the school year.
The student, who has continued his studies in different classes of a secondary school abroad, when he comes during the school year, can be registered in intermediate classes of the secondary school, after the equivalence of the receipts.
The student, who completed 9th grade in a country abroad, where compulsory education is over 8 years, has the right to enroll in the second grade of secondary school, after the equivalence of the 9th grade certificate.
The foreigner, who proves with documents the completion of high school, has the right to compete for enrollment in Higher Education Institutions. Courses for learning the Albanian language for foreigners are offered at the Department of Albanian Linguistics and Literature, at the Faculty of History and Philology of the University of Tirana.
