The Ministry of Education and Sports encourages all Higher Education Institutions to take advantage of the opportunities offered by the Erasmus + program and apply for projects in Key Action 2 ‘Capacity Building for Higher Education’ (formerly Tempus), in accordance with font=”13″>Erasmus+ National Priorities, defined by the Ministry of Education and Sports.

In case the universities are involved in regional projects, they must provide clear references to the regional priorities for the Western Balkans according to the table.

Projects for Increasing capacities for governance, strategic planning and financial management in universities will also have priority as Albania does not have any project for this priority.

The ‘Capacity Building’ projects are the successors of the Tempus projects. All Higher Education Institutions, public and private, recognized by the state can apply to the “Capacity Building” projects as an applicant (coordinator) or as a partner. In addition to universities, agencies, NGOs operating in the field of education, businesses, chambers of commerce, etc., can apply as partners in CBHE. The duration of projects varies from 24 to 36 months and the value of grant funding from 500,000 to 1 million Euros. Through “Capacity Building” projects, Albanian universities can modernize teaching methods, create new study programs or improve existing programs by harmonizing them with those of developed EU countries, train academic staff, improve laboratories, create or improve services for students, for internal quality assurance, etc. “Capacity building” projects should be based on regional or national priorities. The latter are determined by the Ministry of Education and Sports.

What is the minimum number of partner universities in a CBHE project?

Projects for “Increasing capacities” require the cooperation of several universities as follows:

  • a national project requires the cooperation of at least 6 universities: three from Albania and three from three different Program countries (eg, one from France, one from Greece, one from Germany);
  • a multi-country project requires the cooperation of at least 7 universities: two from Albania, two from another partner country (eg Serbia, Bosnia Herzegovina) and one from three different Program countries (eg one from Finland, one from Norway and one from Italy).

Businesses, associations, NGOs, agencies operating in the field of education are not counted in the minimum number of required partners, but can be added to the consortium set up by the universities, if they help to fulfill the objectives of the project.

  • Projects may aim at collaborations, except those foreseen with European partners, and with other countries from the world, with which our HEIs have common priorities (see the priorities in the table). In this case, we inform you that, for budgetary reasons, all collaborations with countries from Asia (China, India, Afghanistan, Bangladesh, Bhutan, Cambodia, Korea, Indonesia, Malaysia, Laos, Maldives, Mongolia, Myanmar, Nepal, Pakistan, Philippines, Sri Lanka, Thailand and Vietnam) will be treated with special priority (Asia region list is on page 23 of Gu the idea of the Erasmus program+)

!!! Attentionin new applications for projects related to the topic of Quality Assurance. Several Quality Assurance projects are currently being implemented, so make sure your project provides added value, takes an innovative approach to QA, produces results and deliverables that are different from ongoing projects. To obtain information on the products and impact of the Tempus and Erasmus+ Quality Assurance projects, consult the Erasmus+ Office in advance.

The Ministry of Education and Sports encourages all Higher Education Institutions to apply to Erasmus+ International Credit Mobility (Bilateral agreement for short-term exchanges) which has the highest budget of Erasmus+ activities for Albania. The application is only institutional and not individual. The Albanian university chooses the partner university with which it will carry out exchanges, in one of the Program Countries. First, the interest to participate in the “International Credit Mobility” projects is expressed, then the inter-institutional agreement is negotiated between the two universities (number of students and staff, recognition of the study period, required language level, etc. Finally, the foreign university (not the Albanian one) completes the application form on behalf of the partner universities it has chosen and submits it to the National Agency in its country.

Priority this year will also have applications in the Jean Monnet program, which supports and promotes the deepening of knowledge about European Integration issues, teaching and research on the history, politics, economy, international relations and legislation of the European Union. Albania has a very low participation in Jean Monnet and its applications will be treated with priority.
