Musa Ulqini – Advisor

Mr. Musa Ulqini was born in 1959 in Shkodër. Mr. Ulqini graduated in 1983 from the University of Tirana, Faculty of Political and Legal Sciences, majoring in Philosophy. In the period 2009-2010, he attended the second-level Master’s studies in Political Science at the European University of Tirana with a focus on “Politics, Society and Democratization”.

Until 1990, he worked as a journalist in the print media of the time. With the establishment of pluralism

Ulqini was elected deputy in the Parliament of Albania in 1992, a function he held until 2021. For 25 years Mr. Ulqini contributed to the Permanent Parliamentary Committee on Education and Public Information Media. Over the years, he performed the duties of chairman, vice-chairman and secretary of this Commission. In 1998, Mr. Ulqini headed the working group for drafting the first law on electronic media in Albania.

He has also contributed to several other mechanisms of parliamentary life. He was a member of the secretariat for scientific research, library and publications of the Assembly of Albania; member of the Bureau of the Assembly and secretary for voting procedures. He has participated in several special parliamentary commissions, the most important of which are the commission for drafting the draft law for electoral elections and the one for territorial administrative reform. Since 1992 Mr. Ulqini was also a member of the delegation of the Parliament of Albania to the Inter-Parliamentary Assembly (IPU).

Ulqini held the post of Minister of Information in 1998-1999. The institution that he led contributed in a special way to informing the local and foreign public about how Albania and its allies coped with the great humanitarian crisis caused by the Milosevic regime, which led to the exodus of hundreds of thousands of Kosovo Albanians.

In the years 1996-1998 Mr. Ulcini also contributed as Deputy. Chairman of the Committee on Education, Culture, Media and Sports at the Tirana City Council. During the period 1997-2000, he was a member of the education committee in the “Tirana 2000” Program at AEDP.Z. Ulqini has participated in many trainings organized by the Parliament of Albania in cooperation with various domestic and foreign institutions in the USA, the Netherlands, Belgium, France, the Czech Republic, Germany, Italy, Austria, Greece, Slovenia, Croatia, etc.

Ulqini holds the position of Advisor to the Minister of Education and Sports since October 2021 and the field he covers in the cabinet is relations with the Albanian Parliament.
