PHYSICAL EDUCATION IN SCHOOL

Law 79/2017 “On Sports” enabled for the first time the inclusion of physical education and school sports in a separate chapter, as well as the determination of the minimum limit of the teaching load of the subject of physical education in the core curriculum, the organization of school and university sports federations in order to institutionalize and organize sports activities in educational institutions.

In Law 79/2017 “On Sports”, the subject “Physical education, sports and health” in the educational system is given a broader definition, predicting its teaching load in pre-university education (number of hours in grades 1-12).

Starting from the academic year 2014-2015, at all levels of grades 1-12, the subject of physical education has increased by 3 hours per week, as a result of the change in the basic curriculum implemented within the educational reform in the country. In the subject of physical education, knowledge on health issues is included to provide students with valuable information in building a healthy lifestyle.

In the subject of physical education, grades 1-5 operate with 350/45 min lesson hours (total in 5 years) and in grades 6-9 operate with 280/45 min lesson hours (total for 4 years).

In higher secondary education, 252/45 min lesson hours are used (total in 3 years).

Article 6 (law 79/2017 “For Sports”)

Physical education and sports in the educational system

1. Sport is an integral part of the education program of pupils and students in public and non-public educational institutions.

2. Physical education in pre-university education is part of the core curriculum and optional curriculum of the study plan. Physical education in the core curriculum takes place with a minimum of three teaching hours per week for grades 1-12. Exceptions to this rule are determined by the minister responsible for education, while for vocational education, the minister responsible for education and the minister responsible for vocational education. In university education, physical education is defined in the internal acts of the higher education institutions themselves.

3. All central institutions and local government units create the necessary conditions for pupils, students, members of the police and Armed Forces to develop physical and sports activities, individual and/or organized

In addition to the teaching discipline included as part of the curriculum, sports activities in pre-university and university educational institutions outside the teaching process are also organized by school sports associations and university sports associations, which can be of one sport or of many sports, whose activity is coordinated by the Federation of School Sports and the Federation of University Sports.

5. The Albanian Federation of School Sports and the Albanian Federation of University Sports are legal entities, which are organized and operate in accordance with the legal framework for non-profit organizations. The ministry responsible for sports recognizes only one school sports federation and one university sports federation, and no other organization can exercise the attributes of these federations.

6. The Albanian Federation of School Sports and the Albanian Federation of University Sports, in addition to the statutory duties, also have the following duties:

a) Albanian Federation of School Sports:

i) to organize, direct, control and observe sports activities with students of all age groups of pre-university education at the regional and national level, in all sports disciplines;

ii) organize the school championship in all sports disciplines and announce the champion

national schools;

iii) organize representative teams in international school sports activities.

b) Albanian University Sports Federation:

i) organize, direct, control and observe sports activities with students of higher education, at the regional and national level, in all sports disciplines;

ii) to organize the universities in all sports disciplines and announce the national university champion;

iii) organize representative teams in international university sports activities.

7. Sports schools are educational institutions of higher secondary education with sports-oriented learning. Admission to schools of oriented education is done according to the criteria and procedures that are determined by by-laws.

8. All pre-university and university educational institutions, public or non-public, implement the standards in force for the development of physical education and sports lessons for pupils and students.
